RICHMOND, Va. (AP) — Two years ago, voters in Virginia’s capital city narrowly rejected a referendum that would have opened the door for a proposed casino. Now, the developers behind a retooled project are hoping to change their minds. Richmond officials have opted to bring the matter back to the ballot this fall for a second shot, and backers of the project held a news conference Thursday evening to formally unveil plans for the latest iteration of the proposed $562 million gambling and entertainment complex. “We’ve been on quite a journey with this project, and we are excited that we are entering a new phase, a phase of reimagining, redesigning and rethinking and reinvigorating the opportunity here,” said Alfred Liggins III, CEO of development partner Urban One, Inc.The project — this time branded the Richmond Grand Resort and Casino — would be located on the same former tobacco company site just off Interstate 95 in south Richmond that was identified in the first proposal. ...Spain opens case against soccer chief for World Cup kiss. MADRID (AP) — Spain’s government began a move to oust suspended soccer chief Luis Rubiales, who ended a week of silence on Friday by insisting he was the victim of a smear campaign.Rubiales has come in for a storm of criticism and calls for his resignation for his behavior during and after Spain’s recent Women’s World Cup triumph in Sydney. He kissed player Jenni Hermoso on the lips without consent and grabbed his crotch in a lewd victory gesture. On Friday, a Spanish government legal panel handling sports issues opened a formal case against Rubiales — president of the Spanish Football Federation and a vice president of UEFA — over his conduct that was televised globally, making him a national embarrassment.Spain is hoping to remove him independently of a FIFA process that has already suspended him provisionally. The government panel will decide if Rubiales abused his authority by kissing Hermoso or damaged the image and reputation of Spain at a sporting event, as the gov...Medicines360’s long and winding, $82 million road to create and distribute $50 birth control

Drugs and medical devices rarely come from the nonprofit world. There are more than 2,600 for-profit pharmaceutical companies in the United States, but only three nonprofits have products on the American market. One of them is Medicines360, which in 2015 became the first nonprofit to introduce a medical device — an IUD. The genesis of the device came from an anonymous foundation that saw one of the most effective and reversible birth-control methods, the hormonal IUD, was too expensive for most women. Even insured women could be billed copays of up to $1,000.In 2008, the foundation (which Bloomberg reported was the Susan Thompson Buffett Foundation) partnered with pharmaceutical scientist and MacArthur fellow Victoria Hale and decided to make a six-year, $82.2 million investment to develop a low-cost hormonal IUD through a nonprofit company.“The real goal of the donor and of Medicines360 was to provide this product to safety net clinics at a very, very affordable price,” said Medicin...An explosion in Ecuador is seen as gangs asserting power after inmates take hostages and free some

QUITO, Ecuador (AP) — Criminal groups in Ecuador used explosives to damage a bridge in Ecuador on Friday, authorities said, demonstrating their grip on a South American country where prison inmates took dozens of law enforcement officers hostage less than two days earlier. The latest explosion with dynamite happened early Friday on a bridge linking two cities in the coastal province of El Oro, National Police commander Luis García told The Associated Press.Hours earlier, a domestic gas tank with wads of dynamite attached exploded under a different bridge in Napo province of Napo, located within Ecuador’s portion of the Amazon rainfor...Cambio al horario de verano en Chile: ¿a qué hora se cambia el reloj? ¿Se atrasa o se adelanta?

He was one of the players of the tournament, the shield for a Moroccan defense that didn’t concede a goal by an opposition player until the semifinals. The 27-year-old Amrabat didn’t feature in any of Fiorentina’s four matches this season after demanding a transfer.Another high-profile exit was Leonardo Bonucci’s move to Union Berlin after more than 500 appearances for Juventus.
