Woman reaches $3M settlement against Ramsey County in lawsuit alleging excessive force by jail officers

A $3 million settlement has been reached in a federal lawsuit filed by a woman who alleged correctional officers at the Ramsey County jail used excessive force, her attorneys said Tuesday.Miri Mozuch-Stafford filed the civil rights lawsuit against Ramsey County and various employees. She said correctional officers tackled her to the ground when she was handcuffed behind her back at the jail on Feb. 8, 2021. Her tibia was fractured and an artery was severed. The St. Paul Parks Conservancy will host a fundraiser 5:30 to 8:30 p.m. Wednesday at Phalen Park Picnic Pavilion.At Party for the Parks, the conservancy will recognize 19 volunteers who contribute to St. Paul parks and recreation, including Gabriel Pfeiffer, Pat Owen, Marjorie Abrams, Patricia Ohmams, Greg Meyers, Kendall Doom and Scott Ramsay. Mayor Melvin Carter will declare the day “Saint Paul Parks and Rec Volunteer Day.”The Minnesota Timberwolves are expected to announce a new partnership with St. Paul Parks that will include free basketball and life skills camps, according to a spokesperson for the conservancy.The party will feature food from Dervish Mazza, Fresh India, Nelson’s Deli and Mik Mart Ice Cream. ALBANY, N.Y. (NEWS10) -- On Tuesday, Jamar Brown, 20, was sentenced to 12 years in state prison for attempted murder. Brown will also serve five years of post-release supervision. Once on scene, they say they located a man who said he was shot at but not hit. The shooter fleeing into a house on Fremont Street. ST. LOUIS - Crews are working to repair an apparent sinkhole Tuesday afternoon around one neighborhood in the Dogtown area of St. Louis. ST. LOUIS - An Indiana man is accused of pointing a laser at a Metro Air Support helicopter in the St. Louis area.Jason Foster, 47, was indicted in federal court earlier this year on one count of aiming a laser at an aircraft. Foster's indictment alleges the incident occurred on Feb. 21. He was arrested on May 31 in Indiana. What to know about Missouri's gun laws A federal court filing alleges the pilots were actively involved in an investigation at the time, and the laser temporarily blinded them. The FBI and aviation authorities have warned that lasers can blind pilots. While California is known as one of the most LGBTQ-friendly states in the nation, hate crimes are rising and other troubling trends persist, according to a new “State of Pride Report” issued by California’s Attorney General.The report, which was released Tuesday and coincides with Pride month, looked at data and surveys on issues ranging from mental health to public policy.Between 2021 and 2022, there were over 391 reported hate crime events motivated by sexual orientation bias in California, an increase of 29% over the previous period, the report states.
